This article was one of the pioneering studies on the Council of Fifty, and grew out of Clark's studies for his doctoral dissertation at Utah State University. At the time he published it, he was actually discouraged from doing so by his uncle, J. Reuben Clark, Sr., but it still stands as one of the very important articles published on this significant aspect of Mormon history. Clark concludes that the Council of Fifty, organized in 1844, was intended to be the policy-making body of the Kingdom of God, set up to prepare for the Second Coming. It formulated policies and handled relationships with the federal government and directed the Saints in political, civil and educational activities in Utah. Its aims and purposes were not directed primarily to conversion of the world to Mormonism, but its efforts were directed toward the establishemnt of 'an equitable form of government that would protect all men in their God-given rights and in their free agency in the establishemnt of a society in which the freedoms would thrive.' Clark concluded that 'So far-reaching into every phase of society in territorial Utah is the concept of the Kingdom of God and its accompanying body of control, the General Council, that it might be stated that a significant history of Utah cannot be written which does not take into consideration the influence of these ideas on both the Mormon and the non-Mormon populations of the state.'
