In this article, Tetrault makes the argument that women didn't truly "win" the right to vote in 1920. She accounts the history of voting in the United States and its change and growth over time. She also explains the reactions of certain states to voting changes such as in Utah and Illinois. Tetrault emphasizes the lack of effect the Amendment had on African American women as well.
