Although it was not a problem unique to Utah, the extent of the practice of child labor in Utah was serious enough to initiate legislation between 1896 and 1920 to set certain standards in order to prevent exploitation of children. In Utah, children were principally employed in agriculture, candy making, box making, messenger services, clothing factories, canneries, etc. ZCMI employed a sizeable number of children.
