During the 1870's Salt Lake City suffered from continual coal shortages due to the Union Pacific Railroad's stranglehold on the shipping business and their refusal to lower prices. Summit County, especially Coalsville, had adequte reserves of coal but could not get good shipping rates because the UPRR controlled the only railroad line. Many efforts to build a second track were foiled by lack of unity among Utahns and/or opposition from UPRR. The Denver and Rio Grande Western finally broke the stranglehold in 1883.
