Charles LeGendre, a Foreign Office advisor to Japan, proposed a plan to the Japanese emperor for the purpose of settling Hokkaido Island in the 1870s and 80s. LeGendre suggested recruiting Utah Mormons to settle the area. The proposal was rejected, probably in favor of other plans which would maintain Japanese cultural homogeneity.
