During the past one hundred and sixty years the Church has adapted priesthood offices to meet changing needs and conditions. The Aaronic Priesthood has been modified from a man's office to that of a preparatory training office for boys. The functional changes came between 1877 and 1908. The primary function of the Aaronic Priesthood has always been as junior companions in making home visits which is still done by the Aaronic Priesthood. Hartley had some questions as to how effectively the quorums functioned and how well they will adapt to international needs.
