In 1890, Pres. Wilford Woodruff had four living wives, so he had not personally rejected the principle of polygamy prior to issuing the Manifesto. This article reviews those incidents and experiences which brought him to a frame of mind to where he saw no other course of action other than to effect a change in the unique marital practice of polygamy in the Church. He traces Woodruff's odyssey back to 1880, when he received a revelation in a sheep camp where he was hiding on the underground in Arizona's San Francisco Mountains. In this revelation, the principle of plural marriage was reaffirmed and the Apostles were enjoined to prayerfully testify against all the enemies of God, His leaders, and His people. The article reviews the various political enactments, reorganization of the First Presidency, prosecution of the Church, bid for statehood, good-will efforts at accommodation, 1889 immigrant naturalization case, transformation of Church politics, legislative lobbying, strategies, and all other factors which had a bearing on the eventual issuance of the 1890 proclamation. The ultimate factor which precipitated the issuance of the Manifesto was the threat to deprive the Church of its temples. He views the Manifesto as a step taken by the Church, and started in years previous to 1890, to share political and economic power in Utah and the surrounding region.
