Vest was a constitutionalist who was very interested in personal liberties. Vest was one of the few members of Congress to speak in defense of the Mormons when their practice of polygamy made them the subject of particularly repressive legislation in 1882 and 1887. Based on books, articles, theses, and the Congressional Record.
