Before there was any certainty that a transcontinental railroad would ever be completed, Mormon leaders envisioned making the Colorado River the Mississippi of the West, i.e. the gateway into the heartland of the West. Steamboat navigation of the Colorado as far as the present Boulder Dam location would connect southern Utah and the pacific coast. Freight and immigrants would thus be taken to within 500 miles of Salt Lake City, and the Mormons could more easily transport their own produce to markets in California and the East.
