The 1878 call to settle the San Juan Valley was a part of the Church policy to plant settlements in all available areas, and also because the Church was anxious to obtain the area before it was taken over by non-Mormons. The primary purpose, however, was to cultivate better relations with the Indians and lay the foundation for future relations with the Indians and lay the foundation for future permanent Mormon settlements. The article discusses these purposes, then tells the interesting story of the call and comments on the lack of information that eventually led to the harrowing Hole-in-the-Rock experience.
