Author sees Young's annual tours as being pastoral in nature. The tours had four purposes: 1) personal observation and evaluation of conditions in the settlements, 2) personal instruction, 3) to strengthen resolve and commitment to the Kingdom of God through personal contact with the prophet and other Church leaders, and 4) relief from the drudgery and hardship of pioneer life through the social activities connected with the annual tour. Author discusses each of these purposes.
