Efforts to establish colonies in western Canada, 1887-1902, were successful despite opposition from many residents and the press. Charles Card, a leader in the movement, chose Canada because 'he thought it strange that grandchildren of Americans who had revolted against the English monarch should now be forced to seek refuge on British soil from legalized persecution by the United States government.'
