He describes the higher law, civil disobedience, going to Canada, Mexico, or underground, evading laws objectionable to the conscience, and such that pre-statehood Utah Mormons practiced as being truly American responses and actions. He characterized statehood Utah Mormons as being thoroughly integrated into the American mainstream.
