Article studies the Scott amendment to the Tucker and later Edmunds-Tucker Act of 1887 and its relation to the Manifesto. Author argues that the Scott amendment--which delayed enforcement of the Edmunds-Tucker Act six months to allow Utah to draft an anti-polygamy constitution--was the first step of a slow retreat from polygamy that resulted in the Manifesto.
