"Utah adopted, in 1919, a new and extensive educational program. The state school officials sponsored the program, the legislature provided for it by statute, and the people in general accepted it. Since 1919, the state has been experimenting to determine whether or not the ability and willingness of the people are commensurate with the task undertaken... In the treatment of the problem, the study is delimited to the following four features:
1. Compulsory and Part-time school attendance.
2. Americanization of Aliens.
3. Supervision of school children for twelve months.
4. Health Education.
In the treatment of these features, the study is further delimited to a consideration of the establishment of classes, the enrollment and attendance of pupils, the employment of teachers and supervisors, and the cost of the instruction and supervision." [Author] -
