"How does a nation mobilize for war at home and abroad, and how does it coordinate the resources, objectives, and needs of both? The answer for the United States between 1917 and 1919 was to utilize and coordinate a system of national, state, county, and local councils of defense. During World War I Utah’s political, business, educational, and religious leaders worked with everyday citizens to make their councils of defense as effective as possible in order to demonstrate Utah’s patriotism in the epic struggle. The councils of defense heeded the call for defeating the far-off enemy and controlling those at home whose loyalty and commitment did not measure up to the expecta-tions and demands of a nation at war. The following chapter describes the structure of the Utah Council of Defense, highlights some of its leaders, examines four major areas of the council’s activity, and offers an assessment of its effectiveness in the national wartime effort.
