On November 3, 1988, six days after his meeting with Erich Honecker, President Monson wrote, "I met with Elder Russell M. Nelson, as well as with Elder L. Tom Perry, chairman of the Missionary Executive Council, to plan a strategy for the opening of missionary work in the German Democratic Republic. We will have to move with care but also without delay in taking advantage of the opening that is now before us" (Faith Rewarded).
