During the first two decades of the GDR, the Church's relations with the government focused on efforts to clarify or improve its legal status. Beginning in the 1970s, greater effort was made to establish personal friendly relations with government officials, to educate those officials about the Church's position on the separation of church and state, its noninvolvement in political issues, and the duty of members to be responsible citizens.
