Few non-Mormons played so important a role in early Utah politics as Associate Judge William W. Drummond - some Mormons even say that the territorial justice bore a heavy responsibility for the so-called "Utah War" of 1857-58. At the very least, his brief career in Utah showed what could happen in a U.S. Western territory because of the nineteenth century's political spoils system, which allowed administrators in Washington to appoint "outside" men with little sympathy for the local citizens to important territorial offices. In addition, it was difficult for Washington to find first-rate men to take positions so far from their homes, and the political connections of some appointees outweighed their actual credentials for office. As a result, many U.S. Western territories experienced unnecessary political turmoil, but few places could match Utah's difficulties with Judge Drummond, who, according to some rumors, may have come to the territory with confidential instructions from the federal government to rein in the Mormons. Surprisingly, despite the passing of more than 150 years, there is still much that can be learned about Judge Drummond's career with the Latter-day Saint people as well as his background, personality, and goals.
