In 1923, Rudger Clawson prepared a written report detailing his work supervising the financial books in the office of the Trustee-in-Trust. He was appointed to that task by Pres. Lorenzo Snow in 1898, serving in that capacity until 1910. During that time he reorganized the Church's financial system and was a help in suggesting courses of action to help the Church avoid bankruptcy and get out of debt. He describes the efforts of Pres. Snow to reinstitute the spirit of tithe-paying among the members
