Darowski discusses the role of early Church conferences in establishing administrative government. Reviewing records of council minutes, he finds that Church leadership was a shared, symbiotic collaboration, that "Joseph Smith was not always as prominent a participant" as would be expected, and lastly that the structure of council meetings has remained the same over the years of Church expansion.
