Campbell, a descendant of a 19th-century Mormon polygamist, argues that the conception of women as property was the root cause of anti-polygamy legislation and case law. Congress and the courts argued that polygamy was undemocratic, promoted patriarchy, and was despotic. For legislators and judges, polygamy posed a threat to men because it "led to an unequal allocation of women." The concerns of Congress and the courts had "little to do with women and everything to do with relationships between men." She argues that, at its root, anti-polygamy legislation and court rulings permitted the government "to dominate and distribute female sexuality according to the dictates of male society."
