Hughes begins with a description of the military situation in San Diego in 1847. He then includes four letters from Colonel Jonathan D. Stevenson to Governor Richard B. Mason (which he edited for publication) detailing the military situation and concerns of the time. Much of the letters discuss the implications of the dissolution of the Mormon Battalion, and the re-enlistment of Mormons that followed.
