Armand Mauss argues that LDS Church membership in Europe comes with high cultural and financial penalties not found in other areas of the world. This is due to the continued domination of traditional religions in the area, other (or newer) religions being assigned a "second tier" (or less) status, and by definition are considered lesser faiths culturally. This affects LDS Church members negatively in all aspects of life. Also, many European countries have high taxes, but no deductions for tithing donations, making full Church membership expensive. Thus, conversion and retention of new members in Europe is very difficult. There are also strong trends toward secularization, making participation in any religion unpromising. Some hopeful signs on the horizon include deregulation of religion in many countries and the BYU International Center for Law and Religious Studies, which has tried to reduce formal regulation of religion in Europe and promote a postive image of the Church. Mauss concludes that adapting some Church policies, doctrines and practices will make Church membership more appealing for Europeans.
