President Joseph F. Smith was called upon to testify at the hearings regarding the seating of Senator Reed Smoot from Utah in 1904. Most of the questions directed at him concerned continued polygamist activity in Utah after the Manifesto. Smith's strategy was to be unflinchingly honest about his own continued involvement with marriages and families already created prior to the Manifesto. However, he was more nuanced in what he chose to reveal about the plural marriage activities of others within the Church. The "Second Manifesto" of 1904 was issued after this event to clarify to the Church membership and the world what the Churches exact stance was on plural marriage.
