A project proposed by the Marysville Canal & Improvement Company called for the reclamation of land, under the Carey Act, some of which had already been homesteaded by Mormon settlers. Opposition to this proposal delayed the reclamation. Eight years after the initial proposal, water was delivered and the land began to be cultivated. Scott states that "remarkably, religion never became an issue" despite the majority of the settlers being Mormon while those who owned the company were not.
