Kimball and Godfrey discuss the culture at Winter Quarters, particularly the settlement's governance and establishment of law. After giving a brief depiction of Winter Quarters, they describe the various governing bodies--the high council, bishops, seventies, and the police--and list some of the laws created. They also include some of the cases which arose in Winter Quarters for violence, theft, sexual immorality, disorderly conduct, lying, disloyalty, selling liquor, dancing, and civil disputes. Overall, few crimes were committed in Winter Quarters, an independent theocratic society not subject to the laws of any other government.
