Many faithful Saints did not reach the Salt Lake Valley due to a variety of reasons, including the Civil War. Agnes O'Neal is one example and Woods includes a copy of her letter to President Brigham Young as a representation of the many devoted Saints who were unable to achieve their desire of traveling to Zion.
