The Church's position on homosexuality reflects the absolute decision-making power of the First Presidency and the Quorum of the Twelve Apostles. Beliefs and attitudes of members in regards to homosexuality and and same-sex marriage "are irrelevant to institutional policy." If members of the Church choose to actively fight against this policy they may face disciplinary action. On the other hand, the Community of Christ government is becoming more democratic. The Community of Christ World Conference allows members to actively participate in "setting the agenda for issues to be discussed, debated, and decided in the name of the institution." The authors feel that in the Church of Jesus Christ of Latter-day Saints the leaders are more conservative than the members, but in the Community of Christ, the members are more conservative than their leaders.
