In this speech given at the Founders Day Celebration in Salt Lake City on September 4, 2003, Elder Maxwell discusses the miracle of the emergence of the Constitution of the United States. Pointing out that numberless criteria had to be met in order to successfully create that inspired document, Elder Maxwell states that the Lord was in each tiny detail, but that He always accounted for and honored individual action and agency. Though unquestionably a divine document, the Constitution is nevertheless not a complete safeguard against wickedness. Its efficacy depends upon the virtue of the citizenry. The responsibility of those in the world of law is therefore great. Lawyers of sound character are desperately needed to guard against the trends and the fashions of the worldly and the irreligious that threaten the perpetuation of divinely appointed rights such as self-government and individual freedom.
