Mousley joined the Church in Ohio and traveled to Utah with the 1856 Philemon C. Merrill Company. In 1857, he was sent with Porter Rockwell to harass Johnston's Army as they approached the Salt Lake Valley. He married Mary Ann Crossgrove, a neighbor from Delaware, and later her younger sister, Sarah Theresa. In 1861, his family was called to the Cotton Mission. After his return he served as bishop of the Farmers' Ward in Salt Lake. Later he was called to organize a ward in Bluffdale where he served as bishop for 14 years. At his death, he was the patriarch for the Jordan Stake
