Eighty-nine 'bishops' were called by Brigham Young to care for the families of Mormon Battalion volunteers at Winter Quarters. Ute Perkins was one of those bishops. A record book kept by him details some of those things that he and thirteen other men who he delegated to help accomplished in this assignment. The full text of the record book is given and analyzed in some detail. The 89 men who were called as bishops to care for the Mormon Battalion families is given in the appendix.
