In 1923, Reed Smoot and John A. Widtsoe traveled as ambassadors for the Church to Scandinavia. Restrictions were in place that hampered missionary work in those countries. The two apostles were somewhat successful in easing those restrictions by changing the perception of the Church in the minds of unfriendly officials and opinion leaders. In the short term, their mission was successful in strengtening the resolve of American diplomats to protect missionaries' rights. The mission had an even greater long-term impact in redirecting the future course of some aspects of missionary work in the Church.
