John M. Bernhisel was dispatched fom Utah to Washington, D. C. in May 1849, with instructions to submit a proposal to the federal government that would grant the Mormons a territorial government with leaders of their own choosing. Thomas L. Kane had already determined that the government would not grant their request, and suggested that application be made instead for statehood. Though submitted, this application was defeated when Utah was admitted as a territory as part of the Compromise of 1850.
