The stake presidency and high council served as the highest governmental units in Utah until 1848. With increased non-Mormon migration into the area, the need for a civil, non-theocratic government soon became apparent. When the federal government failed to provide assistance, the people took it upon themselves to establish a framework for civil rule. In March 1849 a convention was called and a constitution ratified which created a provisional government for the State of Deseret. This governing body functioned until early 1851 when the territorial administration of the Utah Territory gradually took over.
