Melville briefly highlights events in the political history of the Church, including the incident in 1848 in which Mormon ballots were reported to be 'stolen' when it became apparent they would ensure a Whig victory. The resulting controversy created a hostile environment and hastened the Saints' departure from Winter Quarters. After arriving in the Great Basin, the Saints employed theocratic means to meet their political needs. The Council of Fifty and High Council became the primary units of legislative, executive, and judicial authority.
