Ways in which ordinary members of the Church in Orem engaged with New Deal policy and reshaped their community are described. J. Reuben Clark and Heber J. Grant were vocal in denouncing reliance upon government assistance during the Depression. But at the local level, many Church leaders approved of federal relief programs. In addition to the general relief available from the Church's Welfare Plan, Church leaders in Orem seriously investigated (and in some cases established) social plans for public health and recreation. The SCERA theater was established in this manner.
