As Territorial Supervisor of Schools, Riggs experienced conflict with John Taylor and Brigham Young, who decried his call for public, free-schools. Riggs, a convert to the LDS church, became disaffected with it, presumably after several disastrous attempts at plural marriage. Eventually he became an Elder in the RLDS church. His daughter, Emma Ray Riggs, married David O. McKay.
