The article is actually the journal of Richard Thomas Ackley, a journalist who spent time in Salt Lake City and in Camp Floyd. No editor (of the piece) is mentioned. Half of the journal tells of Ackley's travel across the plains in 1858. The other half, starting on page 210, describes his own experiences in Salt Lake City and at Camp Floyd. Some experiences relate to Mormons, others do not. Overall his impression of the Saints was positive.
