Church leaders, desirous of gathering as many as possible to Utah, devised an affordable method of emigration. The 10- and 13-pound plans was 'based on reducing everything to a minimum: no extra food and more people per wagon and milk cow, which meant each person could take less luggage and would receive less milk.' The daily caloric intake proved to be insufficient in crossing the plains and food shortages required relief assistance from Salt Lake. These problems, rising costs, and accounting complexities caused the Church to discontinue these plans in 1855
